Dems Introduce Roan Protection Bill

But just a little more than a decade ago, green building was looking a lot different out in Rico, Colorado, where the self-described "greenest subdivision ever" was in the works. This early effort at eco-friendly development didn't go exactly as planned. KRCC's Michelle Mercer reports.

Capitol Coverage: Severance Tax Reform and the State Budget

The amount of tax money Colorado has collected from the energy industry has grown by 600 percent in the last five years according to state figures. But some communities seeing the biggest impacts from energy development say they're not getting their fair share of that revenue stream. They say they need help with overcrowded schools and roads torn up by industry trucks. From Denver, Bente Birkeland reports on efforts to more fairly distribute the state severance tax.

$13 Million Solar Project Under Construction at Ft. Carson

Construction has started on one of the largest solar power projects in the state, and it's at Ft. Carson. The $13 million project got underway at the beginning of the month and, when finished, will cover nearly 12 acres at Ft. Carson with photovoltaic solar panels. At maximum capacity it will generate 2 megawatts of electricity, that's a little less than seven percent of the Army base's total electricity needs.

Doctors Fighting Weld County Uranium Mine

Opponents of a proposed uranium mine north of Ft. Collins rallied at the state capitol Sunday. Four state lawmakers at the rally said they'll introduce a new bill to tighten regulations for uranium mines. Three are Democrats, one is a Republican, and Republican Congresswoman Marilyn Musgrave who represents the area has also expressed her opposition to the mine. In this story, KUNC's Kirk Siegler reports on efforts by doctors in the area to keep the mine from happening.

Counties Ask Governor to Oppose Desert Rock Power Plant

Sixteen counties in western Colorado are urging Governor Ritter to oppose a proposed coal fired power plant on the Navajo Indian Reservation. They want him to do so before the October 9th deadline for comments on the project's environmental impact statement. The counties say emissions from the plant would make air quality in the four corners region worse than it already is. Bente Birkeland reports from Denver.

Gas Drilling at Former Nuke Test Site?

The state agency that regulates oil and gas drilling is considering allowing new wells near the site of an underground nuclear test detonated in 1969. The federal Department of Energy says it's safe, but others aren't so sure. KDNK's Steve Zelaznik went to a hearing on the proposal Tuesday and has this report.

Five Xcel Workers Die in Underground Accident

GEORGETOWN, Colo. (AP) _ Several state agencies started their own investigations today into Tuesday's fire at a hydroelectric plant near Georgetown, including the Colorado Bureau of Investigation, the Division of Mine Safety, the state water engineer, the Division of Emergency Management and the Public Utilities Commission. Five people died after the fire at an Xcel Energy plant. It's unclear whether they were burned, suffocated, or were overcome by fumes from a burning chemical. Governor Ritter's spokesman, Evan Dreyer, says the agencies involved are either responsible for emergency response, investigation of incidents involving the industry, or regulation of the industry. Dreyer says such inquiries are routine. The men were employees of the private contractor RPI Coating in Santa Fe Springs, California. Their names have not been released. Dreyer says ``Governor Ritter is extremely saddened by the tragic turn of events. He expresses his deepest sympathies to the families of the five workers who were killed. ``He will ensure that the appropriate state agencies are fully involved so that we gain a quick and thorough understanding of what happened and we can prevent something like this from ever happening again.'' Nine workers survived the fire, and four who were working below the blaze were able to scramble out of the bottom of the 4,000-foot-long tunnel. The other five, working on the other side of the blaze, rushed uphill to get to an area further away from the flames. About eight hours after the fire erupted, authorities said last night that the men had been found dead by crews sent in to fight the fire. The men were more than 1,500 feet below ground when the blaze broke out.

He recently put solar panels on the Governor's mansion and just got back from Washington DC where he asked congress to adopted national renewable energy standards for utilities. Source of Gas in Huerfano County Wells Remains Mysterious

The prime suspects in what's causing high levels of methane gas in some water wells in Huerfano County have been crossed off the list.

A few weeks ago we reported that some water wells in the River Ridge Ranch subdivision near the town of La Veta tested positive for dangerously high levels of methane, a form of natural gas. Some suspected that recent drilling of new natural gas wells was to blame, and the company drilling them, Idaho-based Petroglyph Energy, voluntarily shut down all of its wells just in case.

Huerfano County Gas Wells Shut Down Following Explosion

The body that regulates oil and gas drilling in Colorado is looking for the source of a methane gas leak in Huerfano county. This in the wake of an explosion in June. That explosion blew the roof off of a well house. Methane is known to sometimes migrate into domestic water wells, causing dangerous gas build-ups and is suspected in the cause of the blown-up well house.

Locals Give Thumbs-down to NW New Mexico Power Plant

A proposed major new coal burning power plant in northwest New Mexico is getting an almost unanimous thumbs-down a public hearings in the Four Corners area. The public is being given the chance to comment on a recently released Draft Environmental Impact Statement.

Developers say that in spite of the vocal opposition, they're confident the plant will remain on track.

Sen. Salazar Blocking Presidential Nomination

The nominee is James Caswell, whom the President has tapped to head the Bureau of Land Management, or BLM. The BLM manages the most public land of any federal government agency, and also administers the government's mineral estate, meaning it controls who gets access to oil and natural gas. Salazar says he's worried that energy development is going to "run roughshod" over Colorado in the coming years if the Bush administration doesn't pay more heed to locals who are asking for a slower, more deliberate pace of development. So he's blocking Caswell's nomination until he gets assurances Colorado concerns will be listened to in Washington.

Oil Shale & Lettuce Heads

The US House has passed a measure that would that would significantly slow commercial development of oil shale in western Colorado and neighboring states. Colorado congressman Mark Udall added the measure as an amendment to next year's interior appropriations bill. If approved by the Senate, Udall's amendment would bar the federal government from preparing regulations necessary to develop commercial oil shale leases.

Another Colorado congressman made news when he sent a head of lettuce and a basket of fruit to the Federal Chief of Homeland Security, Michael Chertoff.

Colo. Senators Split on Immigration Vote, other news

Colorado's senators split their votes on whether to go forward with an immigration reform bill that the White House favors. Those wanting to continue work on the bill carried the day. Twenty-four Republicans joined 39 Democrats and one Independent.

Colorado Democrat Ken Salazar voted to continue with the bill, while his Republican counterpart Wayne Allard voted not to. Allard said he "could not in good conscience support this flawed process," and that lawmakers can do better than the bill currently before them. He says he will now do all that he can to focus on supporting amendments to address what he calls "serious flaws" in the legislation. There are currently some 26 proposed amendments that the Senate is considering, the bill faces another make or break vote in the chamber as early as Thursday.

The bill in question would provide a pathway to citizenship for millions of undocumented workers already in the country, and proposes a guest worker program. Supporters say it has many practical provisions, critics call it amnesty.

Gas Drilling Makes Neighbors Sick? Part 2

As we reported yesterday, the state of Colorado is implementing an ambitious new law that seeks to radically change how it regulates its booming oil and gas industry. Governor Ritter recently signed the measure in Grand Junction It's been a major focus of his administration's early months. The bill is a response to growing criticism by some Garfield County landowners and conservationists who live in the midst of the drilling. They say industry is not adequately addressing resulting environmental and public health problems, in the midst of the rush to drill. The state's new oil and gas conservation commission - the main regulatory body for industry - includes a diverse range of interests, most of whom have no ties to industry.

That has environmentalists cheering, and industry worried, as Aspen Public Radio's Kirk Siggler reports in the second of a two part series.

Gas Drilling Makes Neighbors Sick? Part 1

Does living in close proximity to natural gas wells cause health problems? There aren't any studies proving a direct link, but people in Western Colorado are starting to complain. This is the first of two reports from Garfield County by Aspen Public Radio's Kirk Siegler.

State Energy Regulatory Body Re-Formed

The commission that regulates oil and gas development in Colorado cancelled it's meeting this month because it doesn't have enough members to hold a meeting. This news came a day after the Governor signed several energy bills that change how the state regulates the industry, including a bill that remakes the commission. Ritter Signs Energy Rebate Mandate

Coloradans will get rebates on their utility bills if they conserve energy under a new law. Governor Ritter signed the legislation earlier this week, it's part of a package of new renewable energy measures. Bente Birkeland reports from Denver.

J. Salazar, Udall Try to Stop Drilling on Roan Plateau

There is a new development to report in a decade long fight between environmentalists and the energy industry in western Colorado. Two of Colorado's democratic congressman are pushing a measure that would stop oil and gas drilling atop the Roan Plateau, between Rifle and Grand Junction. Congressman John Salazar - whose district includes the Garfield County landmark - and congressman Mark Udall hope to slip in what's called a funding limitation in the 2008 Appropriations bill. The measure aims to freeze any public money from being spent on leasing of the Roan to energy companies.

Aspen Business Capitalizes on Looming CO2 Tax By Kirk Siegler

With the prospect of a looming tax on carbon emissions, Richard Heede is a busy man these days. Heede recently left the Snowmass-based Rocky Mountain Institute to form a business called Climate Mitigation Services. The company provides detailed analysis of a city, non-profit, or private company's greenhouse gas emissions. The services and analysis of companies like Climate Mitigation Services are in high demand these days, as many in the public and private sector believe a carbon tax is coming soon.

Matthiessen: "The Ice is Melting, So They're Losing Their Culture."

Legendary American author Peter Mathiessen spoke May 2nd at Colorado College. Matthiessen has written more than 30 books, and his fiction and non-fiction have appeared in leading magazines like the Atlantic Monthly and the New Yorker. He won the National Book Award in 1979 for his novel The Snow Leopard. Matthiesson recently spoke with Colorado College student Jaimie Stevenson.

Severance Tax Study
